i think i may be experiencing the same problem as you and have scoured the web and the community for assistance.
previously, my iphone and watch were paired, had no problems. a couple of weeks ago, i stopped using the watch (have been having a hard time "adopting" it). in the meantime, my iphone got wiped and had to restore it from factory settings (it was terrible and my fault). now, i'm back to trying to use the watch. when i open the watch app on my phone, i'm stuck on the pairing screen (can't reset from the app nor can i delete the app). on the watch itself, i keep getting the message "device locked unlock iphone to start using apple watch". I can of course unlock my iphone, but it doesn't help me - watch doesn't unlock and the app is stuck in pairing mode.
on a side note, i do have a letter/number passcode on my phone due to company policy...not sure if that affects anything.
does anyone have info on how to resolve this ASAP? would like to start using my watch again (or at least try!)
Unpair and erase your Apple Watch
If you have the iPhone that your Apple Watch is paired with, you should follow the steps to unpair your Apple Watch. This removes Activation Lock from your Apple Watch as well as erasing all its content and settings. If you don't have the paired iPhone, you can erase your Apple Watch, but Activation Lock will remain.
If you're using your Apple Watch with a transit card in the Wallet app, remove your transit card from your Apple Watch before you unpair.
Apple Watch doesn't have a physical SIM slot or reset button the holes in your Apple Watch case are there to allow sound to and from the microphone and speakers, and to allow water-depth measurement on Apple Watch Ultra. To avoid damage, don't insert any object into the holes in your Apple Watch case.
Keep your Apple Watch and iPhone close together as you unpair them.
Open the Apple Watch app on your iPhone.
Go to the My Watch tab and tap All Watches.
Tap the info button next to the watch that you want to unpair.
Tap Unpair Apple Watch.
Tap Unpair [your Apple Watch name].
For GPS + Cellular models, choose whether to keep or remove your cellular plan.
If you want to pair your Apple Watch and iPhone again, keep your plan.

Type your Apple ID password to disable Activation Lock, then tap Unpair.

Reset and unpair an Apple Watch from your iPhone's Watch app (recommended)
The easiest and fastest way to unpair and reset your Apple Watch is by using the Watch app on its paired iPhone.
1. Open the Watch app on your iPhone. If you don't know where it is, you can swipe right on your Home screen and Search for "Watch."
2. Select the Apple Watch you're unpairing. The Apple Watches paired with your iPhone will be displayed on the watch app home screen at the top. Select the one you want to unpair and reset.
3. Press the orange "i" button on the right. This will open the menu for the Apple Watch.
4. Tap "Unpair Apple Watch." A warning will pop up at the bottom of the screen to double check that you want to unpair this Apple Watch. Select "Unpair X's Apple Watch."
5. Wait for the Apple Watch to unpair and reset. Your iPhone will display the following message.
6. The Apple Watch will show the two screens below, as it deletes all the old data and resets, ready to be paired with a new iPhone.
Reset and unpair an Apple Watch without your iPhone
If for some reason you have no access to the paired iPhone, you can reset the Apple Watch from the device itself.
1. Swipe through the apps on your Apple Watch to find the Settings app. It looks like a gear, just like the app on your iPhone.
2. Open the Settings app and scroll down to " width="50"General." It also has a gear icon, how convenient!

5. Scroll down and tap "Erase All." The warning on this page explains that you are erasing all data, but that Activation Lock will not be removed.
6. The Apple Watch will now erase all data and reset itself, and it's ready to be paired.
Remove the Activation Lock from your Apple Watch
If you reset your Apple Watch from the watch itself and not from your iPhone, then you may still have Activation Lock set up. Activation Lock is used to link your Apple Watch to your iCloud account for security. Before the Apple Watch can be used by a new iCloud account you must remove Activation Lock. To do this, follow these steps:
1. Go to iCloud.com on your computer and sign in with your iCloud information.
2. Go to "Find iPhone."
3. Select "All Devices" at the top of the map and then choose your Apple Watch.
4. Click "Remove from Account."
Your Apple Watch should now be unpaired, reset, and ready to for use with a different iCloud account.
Re-pair Apple Watch without resetting

I'm afraid that is not possible.
It will not be possible to retain any Activity data that has accumulated on your Apple Watch since it was last connected with your iPhone, which now believes that the watch is unpaired.
As your Apple Watch still believes that it is paired and you are still able to use it, follow these steps to erase your Apple Watch manually:
- On your Apple Watch: when viewing the time, go to the Home screen (via a single press of the Digital Crown) > Settings (gear icon) > General > Reset > Erase all Content and Settings > confirm when prompted.
